一九五五年九月十二日至十八日的「童軍週」

讀者們：你是當年童軍成員的一份子嗎?今天童軍的活動中，
有沒有失卻了你的鼓勵和支持呢?自從1912年香港總督梅含理爵士出任第一屆香港童軍總領袖，香港的童軍事業就在那時開始；在默默地耕耘中，逐漸地闖進了
青少年人的生活中。1955年9月的「童軍週」過後，童軍事業更比以前跨進了一大步。
香港總督葛量洪爵士在他的任內(1947-1958)，擔任香港童軍總領袖達十一年之久，在每年的聖佐治日大會操，無論是在任何天氣下，均親
自蒞臨頒發「榮譽童軍章」(註一) 和後期的「榮譽童軍證書」。
1953年聖誕日石峽尾大火事件中的翌日，總領袖由駐港三軍司令陪同，坐吉甫車巡視災場及視察現場的救濟工作；對當日童軍的服務精神，大表欣賞及稱讚，並
詳細垂詢在場榮譽童軍的服務情況。總領袖深感在童軍活動中，是極為需要有能幹的童軍領袖領導。於1954年的十一月間，他委任高本先生
(當年的高級教育官，及後來的教育司)出任香港童軍總監 (1954-1963)，創出了香港童軍歷史新的一頁。

(註二)上任後的翌年，隨即舉辦有史以來最大規模的活動－「童軍週」，由1955年9月的12日(星期一)至18日(星期日)內，動員全港童軍領袖及有關
人士等策劃了全港最大型的童軍活動，表達出香港童軍總會對青少年教育的關注和熱忱；並出版《童軍週紀念特刊》五千冊。兩位領袖更親自在《紀念特刊》內，對
全港人士及童軍們發出以下的呼籲：

It gives me great
pleasure to write a Message for the Souvenir Programme on the occasion
of ‘Scout Week’. The reason why it gives me pleasure is that, having
seen a good deal of Scouting, not only in Hong Kong but in other parts
of the free world, I am convinced of its benefits, and therefore
consider that anything, such as this “Scout Week”, that spreads a
knowledge and understanding of it is to be welcomed.
Scouting is not only good clean fun for these fortunate boys who
are Scout, but it also inculcates in them self-discipline and an active
kindliness towards their fellow human beings. They learn of the
pleasure and satisfaction that comes of helping others, and Scouting
teaches them to look for opportunities of doing so. It is my experience
that every boy who is or has been a Scout is the happier and the better
for it. “Scout Week” will enable the people of Hong Kong to see various
displays and other activities of the Scouts, but it will not enable
them to see the spirit of Scouting, because that is something
intangible and not visible to the eye. But I hope that what they see
will make them interested in Scouting, - if they are not already
interested, - that as a result they will indirectly come to learn
something of its spirit, and so to realize, as I do, that the scout
movement is one that all parents, and others who have the welfare of
our youth at heart, should encourage and support.

What is Scouting? I
am sure all of you are familiar with the Scout uniform, and you have
frequently seen groups of Scout round and about the Colony. The main
purpose of this Scout Week is to give you an opportunity of seeing what
Scouts really do. Some of you may have sons who go off regularly once a
week to their Scout meeting, and, I have no doubt come back a little
disheveled and untidy. What have they been doing? Particularly
during this week, I want you to find out. Every
Troop and Pack will be open to parents and friends once during the
week, each District Headquarters will have a particular evening when
you are invited to come along and see what goes on, and the Colony
Headquarters will be open all the week, but naturally it is at the
Troop or Pack meeting when you will be able to see your own son, and
have an opportunity of meeting his Scoutmaster.
At all these places you will be able to see the practical side of
Scouting, but there is more to it than this, and the deeper purpose of
Scouting will only be visible in the way Scouts and Cubs do their work,
it will only be clear to those who know what is the real aim of
Scouting. You may have noticed that when Scouts salute each other they
hold upright only three finders of the right hand. This is to remind
them of the threefold promise which they make when they become Scouts.
They promise to do their duty of God and the Queen. Duty is not too
popular a word these days, but the only hope for the world is that
people should realize they have responsibilities, and that they must
govern their lives by the principles of right conduct which have been
handed down by the great teachers of the past. The Scout promises to
obey the Scout Law, and this contains ten precepts which provide a sure
guide to you sons through all the dangers they may meet, not only as
boys but when they become men. I hope you will see the Scout Law
written on the wall of the Troop Headquarters you visit. Lastly a Scout
promises to do a Good Turn every day. Confusius said: ”What you do not
like when done to yourself, do not do to others.”* Scouts take positive
action to do good to others in the form of the Good Turn. Sometimes the
enthusiasm of young Scout outstrips their capabilities. But I beg your
indulgence, and ask you to remember that the spirit of the Good Turn is
the Important thing, even though its performance may not meet with your
whole-hearted approval.
I firmly believe that Scouting plays an important part in making
the complete man. The Boy Scouts Association can only play its part in
this training if it has your support, so I ask you as parents to
encourage your sons in their Scouting, and I ask you as friends of the
Movement to consider if there are ways in which you could assist. If we
are assured of your support I am sure that the many voluntary workers
who give freely of their time every week to the training of your sons
will be encouraged in their efforts and the Scout Movement will
continue to be a vital force in the life of the Colony.

9月14日(星期三)定名為「童軍總會日」，當由下午六時開始在堅尼地城鐘聲慈善社游泳棚舉辦全港童軍游泳比賽，由前任香港總監柯昭璋先生主
持頒獎。
總會開放時間(香港第十六旅童軍在場招待)：從星期一至星期五由下午六時至九時，星期六及星期日由下午三時至九時，每天晚上在演講室放映電
影，並定星期六為「行善日」.
特別晚會有：星期四及星期五下午八時的九龍區戲劇比賽；及星期六下午六時半的香港第八旅赤柱兒童訓練所樂隊演奏。

黃泥涌區舉辦的節目：
9月15日(星期四)定名為「黃泥涌日」，由黃泥涌區總監羅君褔先生負責策劃，由區分會會長葉若林先生於下午七時在區總部「鮑屋」(註三)內
主持開幕典禮，會場內設有展覽會、樂隊演奏及各項餘興節目，招待各界人士。

Hancock負責策劃。節目：上午十時至下午四時舉行全港童軍聯合旅行，從香港高士打道海員傳道會出發，晚上七時在聖彼得(海員)禮拜堂舉行祈禱晚會，
晚上八時半在海員傳道會內舉行露天電影及營火大會，招待全港童軍。

J.A. Hudson (D.C.C. of IHQ)。
以上歷史性的資料，如有錯漏，祈為更正。在童軍週內，不少榮譽童軍們，分別協助其他新成立的旅團，作出各項節目的安排。在本文刊出後，希望能
夠給與童軍的前輩們，緬懷一番。而我們的後輩，對功不可沒的前驅，其熱心和努力的程度，油然起敬。筆者及各童軍們更藉著此次機會，感謝參與此次活動的工作
人員，由於他們的努力，奠定了今日童軍的發展。
